Today's external workforce management programs have evolved beyond just capturing cost savings, to now addressing real talent challenges. By 2017, 41 percent of the workforce will be comprised of flexible labor and, as a result, contingent workers are now part of organizations' workforce strategy alongside full-time employees. However, not much has been said about how to actually tackle total workforce management.
